CARER projects

CARER activities are primarily directed towards research and training to deal with society's response capacity in case of accidents, which includes everything from everyday accidents to the extraordinary events on local, national and global levels.

Ongoing Projects


  • AMPMAP – Ambulance prediction models and applications

In AMPMAP, we develop simulation and forecasting models for emergency medical services. The objective of the project is:

* To visualize and analyze historical ambulance movements and ambulance call data

* To develop simulation models to predict ambulance operations in the short and long term

* To develop optimization models to ambulance location and relocation problems

The project is sponsored by TUCAP (Tekniskt utvecklingscenter ambulans- och prehospital sjukvård), and a cooperation between CARER, Carmenta and SOS Alarm. The main test sites are the counties of Västra Götaland and Östergötland.

  • Information infrastructure and local organisation for infectous disease control: implementing a uniform infrastructure for handling of information in Swedish response to pandemics (PROSPER)

The project develops and information infrastructure for implementation of local response to pandemics. The infrastructure supports analyses of the response epidemiological context, the response process and evaluation of results and effects.

  • Service-oriented demonstrator for information system for handling outbreaks of infectous disease

The project aims to use innovative e-services and other ICT-based solutions to develop an information system for infectious disease control as an integral part of the Swedish infrastructure for information management within healthcare. The goal is a service demonstrator that clearly illustrates how the need for information and data as a basis for decision making during outbreaks of serious infectious diseases can be met at the local, regional and national levels. The project involves the County Council of Östergötland, Cambio + Healthcare Systems AB, Linköping University, Umeå University and ANSER / Analytic Services. It is planned also in collaboration with Smittskyddsinstititet (SMI), Swedish National Board for Health and Social Welfare, and the National Council for IT infrastructure within the health services (CeHis).

  • Describing capacities and tasks in Swedish rescue services

The study maps out the concept “task” in Swedish rescue services and how it relates to capacity to carry out rescue operations. The study is performed as a comparative literature study, looking at the use of the concepts in rescue organizations internationally, such as in the UK and in Japan.

Completed Projects


  • Emergency Response Systems: Concepts, features, evaluation and design

The project was performed as a literature overview where for central concepts and features for CARER related activities, such as response systems, response organization, first responders, crises and accidents, where looked into. The research front as regards these areas was gone through. The project results are documented in CARER report no. 5.

  • Efficiency, safety and money (ESP)

Both logics and activities in public organizing and public management are to a large extent inspired by models for efficiency fetched from business and industrial enterprising in the so called New Public Management (NPM). The aim of this project is to explore the consequences of different actors’ differing efficiency perspectives in rescue services federations in Sweden The project is financed by The Swedish Contingencies Agency and it is carried out with helpful support from the Rescue Services Federation in Östra Götaland (RTÖG) and Mälardalens Fire- and Rescue Federation (MBR). The project results are documented in CARER report no. 4.

  • First response actors at emergencies

The project is currently a pilot project for future studies in the field "New actors within response and rescue" project consists of a small initial theoretical and practical survey of the area. Participating actors are Swedish Larm Assistans AB, the Swedish Climbing Federation and Rescue Service in Söderköping. The project results are documented in CARER report no. 1.
